Neither tier buys a placing. A board is ranked by votes alone, and a board that could be bought is not worth embedding a badge from, which is the whole reason the badge is worth anything. Neither tier hands out a date either: the scheduler assigns every slot, paid or not, and a paid submission is reviewed on the same terms as a free one.

Both are one-time charges rather than subscriptions, so nothing recurs and there is nothing to cancel. If a submission is rejected at review the payment is refunded in full, and so is any payment made before a launch has been scheduled.
